
MALAYSIA is targeting RM80 billion in halal exports under the 13th Malaysia Plan (13MP), with the sector’s contribution to GDP expected to rise to 11%.
Prime Minister (PM) Datuk Seri Anwar Ibrahim said the target aligns with the establishment of the Halal Commission and the development of Halal Industrial Parks in Melaka, Perak and Kelantan.
“This move will strengthen Malaysia’s position as a global leader in the halal industry, while enhancing the sector’s competitiveness in international markets,” he told the Dewan Rakyat today.
He said strengthening Malaysia’s halal ecosystem would unlock greater investment potential, spurring economic growth and creating quality employment opportunities.
Meanwhile, Anwar said the government is aiming to raise the contribution of micro, small and medium enterprises (MSMEs) to 50% of Malaysia’s GDP by 2030 through an expanded support ecosystem.
He said the effort will be driven by government-linked companies (GLCs) through initiatives such as capacity development, digitalisation and operational enhancements.
“Among the initiatives being implemented are the provision of a Strategic Investment Fund, strengthening of working capital and project financing, and the SME Capacity and Capability Enhancement Scheme,” he said.
He said the development of a highly skilled workforce is also central to the plan, with collaboration between key ministries and agencies including the Higher Education Ministry, Education Ministry, Human Resources Ministry, Rural and Regional Development Ministry (KKDW) and Majlis Amanah Rakyat (Mara).
Anwar added that stronger links between educational institutions and industries will be prioritised to strengthen Technical and Vocational Education and Training (TVET), particularly in high-growth sectors.
He said TVET programmes will be restructured to focus on high growth, high value (HGHV) industries and advanced technologies aligned with industrial hubs such as the Johor–Singapore SEZ (JS-SEZ), Kulim Hi-Tech Park (KHTP) and Kota Kinabalu Industrial Park (KKIP).
During 13MP, Malaysia also aims to create 700,000 new jobs in the manufacturing sector and 500,000 jobs in the digital economy.
