MIMOS Bhd, HAVELSAN (Türkiye) and TechInsight Sdn Bhd have signed a strategic tripartite collaboration to develop Malaysia’s first sovereign foundational artificial intelligence (AI) ecosystem.

The agreement, signed on May 21 at the Langkawi International Maritime and Aerospace Exhibition (LIMA), marks a major milestone in advancing Malaysia’s AI capabilities and digital sovereignty.

This initiative builds on the memorandum of understanding inked during the Malaysia-Türkiye Business Forum in February and aligns with the Malaysian government’s MADANI vision and the National Science, Technology & Innovation Policy 2021-2030.

The tripartite collaboration will focus on building AI systems trained on Malaysian-specific data, ensuring outputs reflect local languages, culture and legal frameworks. This approach is designed to reduce reliance on foreign platforms, prevent cultural bias and retain economic value within the country.

“A sovereign AI model is no longer a luxury, it is a necessity. It’s about national autonomy, digital sovereignty, and cultural preservation in the age of intelligent systems,” MIMOS Acting President and Group Chief Executive Officer Dr Saat Shukri Embong said.

He shared that MIMOS will lead the development and management of the sovereign AI infrastructure, leveraging its in-house capabilities in cybersecurity, cloud infrastructure and secure government data centres.

“HAVELSAN, meanwhile, will contribute core AI technologies including large language models and secure infrastructure expertise drawn from its defence-grade experience.

“TechInsight will drive the Go-To-Market strategy, validating use cases across public and private sectors and crafting scalable adoption frameworks to accelerate nationwide deployment,” he said.

He added that with a six-month action plan already underway, the partnership will rapidly integrate AI model development, infrastructure build-out and strategic market engagement.

“The overarching goal is to ensure Malaysia is not only a user of global technologies but a creator of frontier AI solutions,” Dr Saat said.
